Holy city of god Dagan at Euphrates-Balikh mouth, tell Bi'a = Early Dynastic Tuttul (c.2600–1700 BCE) where Ebla tablets locate Dagan's oracle and Sargon of Akkad stopped for blessing. German excavations (Eva Strommenger 1990–93, Peter Miglus) found: EBA palace B (2600 BCE with Ebla-tab tablets), Palace A (2300 BCE with administrative tablets naming Tuttul), City wall 2.5 km with gate facing Euphrates ferry, and Dagann-named temple platform. Controlled river crossing between Ebla-Mari. Obscured by modern Raqqa suburb and war damage 2014–17.
Why it mattersHoly city Dagan oracle of Ebla world; only excavated Tuttul — Sargon's prayer spot; Balikh-Euphrates confluence gateway.
