Toprakkale (Rusahinili) in Van Province, Van Plain, Turkey is a Urartian (735–714 BCE) fortress of Urartian (Rusa I) tradition. Urartian arsenal-fortress of Rusa I, counterpart to Ayanis. 735 BCE, the site forms a stratified mound/karst plateau fortress 500×260 m, citadel 80×50 m, walls 6 m thick, arsenal storerooms. Excavations since the mid-20th c. expose rubble-core basalt curtain with mudbrick superstructure, barrel vault storerooms, urartian temple architecture with diagnostic ceramics, lithics and administrative finds.

Archaeobotany and radiocarbon anchor the sequence, informing regional Urartian (Rusa I) networks across the Van Province. Threats include military zone, erosion, earthquake; research continues on Urartian (Rusa I) chronology.
